Substitute Information
Certificated Substitute
Minimum Requirements for 30-Day Substitute Permit:
- Official transcripts showing conferral of a bachelor's degree or higher.
Minimum Requirements for Prospective Teacher Permit:
- Official transcripts showing completion of a minimum of 90 semester units of course work from a regionally-accredited college or university. If a transcript shows units transferred from another institution, the letter verifying enrollment (see no. 2 below) must specify the number of units transferred that were accepted toward completion of a bachelor's degree.
- Verification of current enrollment from a 4-year California accredited college/university.
- Passed the CBEST test. (CBEST dates can be found on the CBEST site.)

Legal Orientation
The Kings County Office of Education provides legal orientation for county-wide substitutes and district employees. The orientation covers mandated training such as: Sexual Harassment: Policy and Prevention, Mandated Reporter: Child Abuse Awareness and Prevention, and Safety in the Workplace.

Proficiency Test
The Human Resources Department provides proficiency testing for prospective instructional aides (and other classified staff) as well as for classified substitute positions requiring the exam. The exam is a High School level proficiency test based on CODESP questions and guidelines. This exam does not necessarily qualify an applicant for instructional aide positions in California, as some have higher requirements. For specifics on requirements for open positions, please contact the county and/or district for which you are applying for.

Paraprofessional Exam
The Paraprofessional Exam is designed for individuals interested in applying for or becoming an Instructional Aide. It is a CODESP exam and can be used to fulfill No Child Left Behind regulations. However, the requirements for Paraprofessional may vary by county and/or district in California and it is recommended that you speak with the specific county/district that you are interested in applying with to determine whether or not this exam will fulfill the necessary requirements for employment.

Live Scan Fingerprints
The Kings County Office of Education provides Live Scan services by appointment ONLY and is scheduled every 15 minutes, Monday-Friday, from 8:00 am to 3:15 pm. Hours may be expanded as needed.
All fingerprints are transmitted electronically to the Department of Justice with an anticipated five to seven working day response period; however, it can take several months for clearance. Results are sent directly to the requesting agency.
For your privacy protection the Department of Justice does not allow personal background information to be shared between agencies. Applicants must be fingerprinted for each requesting agency.
Please bring the following with you for your Live Scan/Fingerprinting appointment:
- Completed Request for Live Scan Service form;
- Valid photo ID;
- Fees can be paid with cash, money orders, or cashier’s check (payable to KCOE)
NO Debit or Credit Cards will be accepted.
