Career Technical Education

When California rolled out the Local Control Funding Formula (LCFF) in 2013, it eliminated the dedicated, restricted categorical funding streams that previously maintained Regional Occupational Programs (ROPs). This shifted control and funding for career technical education (CTE) and ROPs directly to local school districts, causing many of them to build their own in-house pathways.

Now, local districts have broad flexibility to spend their unrestricted LCFF dollars according to localized priorities, including CTE efforts, and although some ROP programs are still run directly by county offices, it is much less common than they were prior to the implementation of LCFF.

KCOE previously operated extensive ROP services, but over the years, local districts in Avenal, Corcoran, Hanford and Lemoore have developed their own CTE pathways and academies to directly serve their students.

Like many other county offices of education, KCOE has transitioned from directly operating the programs to providing regional coordination and support.
