Categorical Programs
Kings County Office of Education partners with administrators and school leaders to support the effective management of state- and federally funded initiatives. Services include guidance on Local Control and Accountability Plan (LCAP) development, compliance monitoring, program planning, School Site Council training, strategic workshops, and strategies that strengthen parent and community engagement.
Local Control and Accountability Plan (LCAP)
KCOE assists administrators and school leaders who are responsible for categorical programs such as the LCAP. This assistance includes, but is not limited to, LCAP support, compliance monitoring, plan writing, SSC training, workshops, etc. Our Systems of Support team provides high-quality professional development and technical assistance related to the implementation of state and federal programs to schools and districts throughout Kings County.
The LCAP is a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for local educational agencies (LEAs: county office of education [COE], school districts and charter schools) to share their stories of how, what, and why programs and services are selected to meet their local needs.
The process of implementing the current LCAP is a collaborative effort among educational partners. These collaborations can happen in various ways, including meetings, surveys, presentations and discussions. Family engagement is key to the success of students served by Kings County and we are committed to increasing parent involvement across all school sites within our county
Consolidated Application (ConApp)
The Consolidated Application (ConApp) is the process used by the California Department of Education to allocate categorical funding from state and federal programs to county offices of education, school districts, and directly funded charter schools across California. Information is submitted three times each year through the Consolidated Application and Reporting System (CARS) to document program participation and certify that all requirements are met in accordance with applicable laws and regulations.
Reporting occurs in designated collection cycles throughout the year. Funding allocations are determined based on statutory formulas specific to each program.
Federal Program Monitoring
The California Department of Education administers a compliance monitoring system that includes self-assessment tools for local educational agencies (LEAs). This process is designed to ensure that categorical program funds are used in alignment with legal requirements. As part of statewide oversight, approximately one-quarter of LEAs are reviewed each year, and individual schools may participate in an on-site monitoring visit once every four years.
School Plan for Student Achievement
California Education Code Section 64001 and the Every Student Succeeds Act require schools receiving federal funds through the Consolidated Application (ConApp) to integrate all school planning requirements into the School Plan for Student Achievement (SPSA). To better align the SPSA with ESSA and the Local Control and Accountability Plan (LCAP), the California Department of Education has developed an updated SPSA template. This revised template is intended to support LEAs and schools in meeting the required components for consolidating school plans into a single, comprehensive document.
